Contacts not synced between my Mac and iCloud

Hello,

When I open the contacts app on my Macbook it has three sections: All contacts, All iCloud, and All on my Mac. All iCloud has my phones contacts all of my contacts, fully up to date. All on my Mac does not, and when I try to message a contact in the iCloud section, it doesn't sync over in the messages app. All the contacts are here in my Mac's contacts app, it just seems that they aren't syncing to the MacBook's lookup location?
