iCloud Drive Desktop Folder

When I originally set up my MacBook, I activated "Desktop & Documents" in iCloud Drive settings. After I wiped the disk and reinstalled macOS, I decided to not reactivate that setting. But even without having it activated, iCloud Drive keeps creating the "Desktop" folder every time I delete it. What can I do to stop it?

Does the Desktop folder in the iCloud Drive folder have anything in it? If so, how do the contents compare to the Desktop folder inside your own User's folder, the "Desktop" in the folder with Downloads, Pictures, etc?

Do you have "iCloud Status" turned on in "Finder>View>Show View Options?" If you turn that on, iCloud icons show in either Desktop folder? An open cloud means "copied to iCloud."
