I could be wrong, but I believe "reseller flex [lock]" means the phone will lock itself to the first carrier with whom you use it. If you want an unlocked phone, return this one to Target, and buy directly from Apple. Avoid selecting any of the carrier financing options, and make sure the order page explicitly says words to the effect "And your new iPhone will be unlocked."

Target does not sell unlocked iPhones. Unlocked iPhones can only be purchased directly from Apple in the US. Any iPhone purchased in the US from any store other than Apple can only be activated on a US carrier and will lock that carrier.
Return it and buy an iPhone in your own country.

You didn’t buy an unlocked iPhone.
This iPhone will carrier-lock to the first US carrier used, and only a US carrier can be used with it.
Return it. Or lock it to a US carrier, and then complete their unlock requirements.

The only way you're going to get it unlocked it to take it back to the US and activate it on Verizon, then keep it active on Verizon's service for 3 months.
Apple won’t unlock iPhones with activation lock 🔒 there is not way to unlock it
