How can I reduce iCloud photo library CPU usage on Windows 11 24H2?

iCloud Drive (more specifically iCloud photo library) is consuming about 30% of the CPU on my Windows 11 24H2 machine. And, no, there are no new photos to sync up. I can kill the task and free up CPU for a while but it auto restarts in a few minutes.

Does anyone have an explanation or a solution to reduce the CPU utilization of this task?
