How to resolve iCloud on Windows 10 not working with non-alphanumeric file names?

I have seen that having any files with non alphanumeric names such as certain symbols may cause issues with drive syncing, but I haven't got a clue outside of that.

It has been this way for months and months, I have been paying for icloud+ for over a year now with 2TB of storage and it is ridiculous that it just does not work with my main machine that I need due to software limitations on particular apps.

I need my Windows machine and I need my iCloud services to work with it. What can we do and why is it not syncing at all?

I have tried completely erasing anything Apple on this device and reinstalling the latest versions of iCloud and iTunes with zero luck, if anything, worse. Before it had an old many months old image of my iCloud drive and photos and would be stuck on "Updating", now there is nothing at all.

Anyone find a solution for this?

Any and all help would be greatly appreciated.

There's a Mac bug that does a similar thing. The only way I've found to fix it is to kill a process called "Bird" and then the iCloud synch usually finishes. This, obviously, on a Mac so I appreciate it might be no good to you. I haven't used a Windows PC for more than ten years so I don't know if you can search running processes for one called "Bird" and kill it, nor if it helps.

Sorry not to be more help, but it's always good to know you're not alone.
