Roaming folder taking up iCloud backup space on Windows computer

All my devices are set to backup to Icloud, I received a message on my Windows Computer that I run out of space, after checking there is a Roaming folder with Apple Computer, Mobile Sync, backup taking up a lot of space. Why is this on my computer and can I delete is seeing that my backups are suppose to be on ICloud.

Can't delete iCloud Backups because it's not showing I am currently using iCloud free plan which gives you 5 GB storage. When I go to Manage Storage, it is showing that my entire 5 GB is full by iCloud backups. But when I tap on Backups it shows there is only one backup and the size is 0 KB. Now I am not able to clear space from my storage which I need to badly. I tried deleting backups from iPad, MacBook and even Windows PC. In every place it shows storage is full by backups but when I click on backups it shows there are no backups. I have restarted my devices, made sure it's up to date but no luck at all. No matter what I do, I can't see any backups to delete.

icloud has free space but says its full My mac won't backup files to icloud since the storage is full. Yet, when I checked system preferences > apple ID > icloud it seems to have 30GB left (says the same thing on Iphone). Any help with this? A screenshot of the message in finder.
