iCloud Storage Shows Full when no device is backed up

My iCloud Storage is showing full - on the Manage Storage page, it is showing Storage Full with the following: Backups: 849%, Shortcuts 0.1%, Health 0.1%, Transit Subway & Bus Times 0.1%, Others 0.1%. When I click on Backups to try and delete it shows a red line indicating storage full but the text says 0 B or 5 GB used and "You have 0 devices backed up to iCloud." So since it is showing that there are no backups, I can't delete anything so my storage remains full. I never use the cloud to backup my phone, I use my computer with external backup.


Any help would be welcomed as the things I want to go into iCloud so that I can share across platforms, e.g. notes, reminders are not being uploaded because iCloud thinks it's full.
