How do I download and use purchased ringtones from the iTunes Store on iPhone 16 Pro Max?

I have purchased ringtones from the tones store on my iPhone 16 Pro Max (iOS 18.4). I am unable to use the purchased ringtones. Neither the purchased ringtones are appearing in the ringtones in the settings, nor am I able to download them.

When I tap the download purchased tones in the settings, nothing happens.
