Seems Data Recovery is where you can choose to add a "Recovery Contact" or a "Recovery Key" jn case they are vr needed in order to access and recover files from "Back ups" you've made in iCloud.
Else: Deleted files that can be recovered may remain in the "Recently Deleted" folder for up to 30 days.
If you permanently delete a file from the Recently Deleted folder, you can’t recover that

If you intend to delete anything, it is wise to first make copies of the content you store on iCloud.
Eg: If you delete a synced file on your Mac, it is deleted everywhere that it is in sync.
