How do I transfer files and folder from iCloud to my new iMac M4?

I had this question: How to Transfer Folders FROM iCloud to iMac with exact folder structure?

I want to transfer all my files and folder from icloud to my new imac m4. I Googled this information and got these directions: Turn on iCloud Drive on the iMac iCloud Drive files (and folders) on iCloud will automatically sync with the iCloud Drive folder in Finder on the iMac (accessed via the Finder sidebar or the Finder "Go" menu).

Does that mean all my files and folders can be access on my iMac M4 without being attached to icloud?

If you turn on iCloud Drive on your iMac as described in Set up iCloud Drive - Apple Support your iCloud files will automatically sync with your Mac.

If you don't turn on "Optimize Mac Storage" (see above Apple Support article and screenshot excerpt below) your iCloud Drive files will be both on iCloud and will have a local copy on your Mac. If you don't turn that option on your Mac, your iCloud Drive files may still have a local copy if you have sufficient space on your Mac. If they don't have a local copy on your Mac you will need to have an internet connection to access them.
