Unable to transfer my apps and data from iPhone 13 Pro to iPhone 15

I get as far as it signing me into my accounts on the new phone, then it asks for my passcode before taking me back to the apps and data transfer option page. It’s driving me mad

Which of the various transfer methods are you using? Quick Start? An iPhone backup?
"I get as far as it signing me into my accounts..." - Why is "accounts" plural? There should be exactly one Apple Account involved.
"...then it asks for my passcode..." - What are the exact words? On which iPhone?
