Wondering if you are looking in Settings > Sounds & Haptics.
If so, and the ringtones aren't listed ... you might want to check if the transaction actually went through ok.:

Eg says:
Go to "Settings > Sounds & Haptics > Ringtones, then scroll to the top and tap Tone Store"
"If ..... your previous purchases aren’t showing up, tap Download All Purchased Tones.
You may not see this option if you've already downloaded all of the tones that you've purchased or if you haven't purchased any tones. You may not be able to redownload some previously purchased tones."

If needed : Check you have the latest iOS18 version installed: About iOS 18 Updates - Apple Support
says iOS 18.5 "This update introduces other features, bug fixes, and security updates for your iPhone"
(Reminder: It is wise to back-up iPhone first if you wish to update iOS)
