How do I recover missing photos from iCloud backup on iPhone?

I had my phone stolen. When I was setting up my replacement I synced my last icloud backup. Unfortunately the last one that came up was from 2024. I believed that I would only get back the pictures from that date and before. However there are newer pictures that showed up in my Photos. Not all photos are there though. Does anyone know why I recovered only a few of the more recent pictures and not all of them?
