Just to clarify, for Hover Text to work, once enabled you have to press and hold the modifier key, (defaults to command), and click on the word.

Did you try holding the Command key down and click your text. Make some changes and compare your results.

No sorry. I've been running Tahoe on two different Macs since the first beta in June. Neither has ever crashed. Hover Text works fine for me. Switching appearance modes has not been an issue. I suspect you have one or more pieces of third-party software that's causing you issues.

Your lucid and precise instruction, however, does not dissolve my doubt about my mac's stubborn failure of hover text function, which could be attributed to unexpectedly triggering some conflict instructions? It's hard to believe such a simple function gets stuck
Computer instruction loopholes are definitely causal to the dysfunction of hover text or, if any, something else. I found that this crash, every time after restarting, follows a switch to dark mode, only once, which is a new function of Tahoe.

This issue is rarely caused by third-party software because the switching of appearance is a built-in function that remains intact from the interference of external sources. Anyway, it persists on my Mac and not subject to lazyman adjustment:)

Maybe I wasn't clear. You don't have to set the Activation Lock for Hover Text to work.
Without the Activation Lock…
yes, theoretically that lock is not rigidly enforced.
Actually it is. If you have it locked hover text is always on until you unlock it again.
