How to fix 'homeenergyd quit unexpectedly' and 'Mail Library cannot be read' on M1 Mac mini after downgrading from macOS Tahoe to macOS Sequoia?

Since downgrading from Tahoe to Sequoia, my M1 MacMini has developed two issues:

  1. I get this popup repeatedly: "homeenergyd quit unexpectedly"
  2. Whe I try to open Mail, I get this popup: "Mail Library cannot be read because its format requires a newer version of macos. Upgrade your Mac to a newer version of macOS to use Mail."

How to I fix both of these independent problems?

THe downgrade to Sequoia was accomplished by wiping the MacMini drive and reinstalling Sequoia. Migration assistant was used to reinstall backup. However, backup had been made while Tahoe was installed.

That won't work. If you have a need to install a previous macOS version, you cannot reliably restore content from a TM backup created with a later macOS version. If you have a dire need to run Sequoia repeat your earlier steps, but then migrate only specific work products that are not likely to result those two specific problems. That will likely mean a very limited number of work products, documents, photos (that have not been upgraded for a later Photos version, to cite one example), that sort of thing.

It's not something Apple supports so they won't help.
