I'm on version 10.3 of iOS on my iPhone and I guess it's time to upgrade to the latest version. One of the reasons I have delayed is fear of the apps that will stop working after an update. Is there a way to get a listing of the apps that will "break" in the new iOS? That way, I can make sure there is no data that needs to be exported from any of the apps before I upgrade.

Since iOS 11 and forward does not allow 32 bit apps, those will not work for sure.
Go through your apps at the app store to see if they are still there. Older 32 bit only versions will not be visible in the app store. Or visit each developer.
There are millions of apps and I doubt any single source of information exists to tell you what you are looking for.
There used to be a section in Settings>General>About>Applications that would tell you if an app wouldn't work anymore. Are you able to tap on the word Applications there?
