I tried powering on my MacBook Pro and the startup screen wouldn’t appear. Instead, these white lines popped up and after a while more began to appear. I’ve tried the CMD+OPTION+P+R and CMD+SHIFT+OPTION+POWER methods but neither has helped. How do I fix this?

That looks like a bad Display. You will need to get your laptop serviced.
