No partition option for formatting external hard drive

Purchased 1TB Toshiba external hard drive. Formatted with Mac OS Extended (Journaled). The Disk Utility does not show an option for partition. I'm at the top level on the drive in the side bar.

A secondary question is how to remove an hard drive from the side bar. It was damaged and is now unreadable yet the drive info still appears in the side bar and ejecting does not delete the device.

Running Mac OS Mojave 10.14.5

MacBook Pro 13", macOS 10.14

You need to reformat the drive using GUID instead of Master Boot Record.
