When I swipe down from the top right on the home screen, it brings up Sri Suggests instead of the Control Center. I can only access the Control Center from inside apps or from the lock screen. Also, there is no option in Control Center settings to remove it from the lock screen. The only toggle i see is to turn it on or off from within apps.

Where exactly are you swiping down when on the home screen ? I get the search screen and siri suggestions if I just swipe down, I only get Control Centre by swiping down right from the very top of the screen.
For accessing Control Centre on the lock screen : Settings > Touch ID & Passcode > Control Centre

Can’t access control center from home screen. Only from inside apps and on lock screen iOS 12.2 iPad Pro.
