I used my wife’s iPad by signing her out, me in. When I was done, I signed out and signed her back in. All of her files returned except photos, which are showing only mine. I can’t seem to find a way to get mine unlinked and hers restored. Mama ain’t happy......

More than likely she was using iCloud Photo Library and when you signed her out and you signed in your photos downloaded from iCloud. Once you signed yourself out and signed her back in iPad merged all of your photos and her photos into her iCloud Photo Library. It’s not often the wisest to sign someone out of iCloud on an iPad as they are designed to be tied to one user.
If this is not the case then verify that iCloud Photo Library is enabled in Settings -> Tap your account -> iCloud.
Whenever you change the AppleID used with an iOS device, to avoid merging or destroying data, you should first backup the device. Then erase it by restoring as a new device in iTunes, and set it up with the alternate AppleID.
When you change it again, you should follow the same procedure again. Otherwise, data will get lost, corrupted or merged if you’re switching back and forth between AppleIDs.
I was using hers because mine got into the mechanism of my recliner. The screen looked like it had been hit with several golf balls. The repair guys just laughed. It was a few weeks before I replaced it because I was recovering from cranial spine surgery. Her iPad is linked to her phone but I can’t figure out how to bring the photos into the iPad.
Make sure on her phone, Photos are turned on in the cloud.
Settings > Her Name, iCloud, iTunes & App Store
Tap that.
Tap iCloud
Make sure photos is on
Do the same on her iPad.
