Unable to resize dock in Mojave

I go into the system preferences, click on the dock icon, and try to adjust the slider for the dock size and it will not move. It is not greyed out, I am an administrator on the computer. I also tried to adjust the size with the bar on the dock itself and it will not change to the double arrow or affect the size in any way. I have tried all the other toggles in the preferences, I tried restarting, nothing has changed.

I noticed this issue after coming back to my computer today, after updating to 10.14.6 yesterday.

Any help or suggestions are appreciated!

Steps taken that did not work:

Reset NVRAM
Reset SMC
Reinstalled OS from recovery

I finally gave in and reinstalled from a timemachine backup from before I installed 10.14.6 and it fixed all issues that I was having with both the dock resize and the inability to mount external volumes.
