iCloud ID different than my Store ID

When I first had a device that required Store information I did not have a debit card so my mother gave my little brother and I hers to purchase. Were starting to get each other's purchases and my brother and I want to switch our store accounts to our iCloud account. Would we lose anything that we have downloaded on our devices if we do that? I have an iPhone and a Macbook and I am afraid to lose all the information I have on both of them.

All store downloads are permanently tied to the account that downloaded them, so only that account can redownload its purchases for free (and do in-app purchases, download app updates etc.). Logging into a different account shouldn't delete the current account's content.
