macbook pro fans running too slow

late 2013 15 inch macbook pro fans are spinning very slowly (1000 RPM) EVEN UNDER HIGH CPU/GPU LOAD. Very little air felt at vents. Is there a setting for higher for RPM?

Is the laptop getting hot when the CPU is under heavy load? If not, then maybe the CPU is being throttled due to a power issue. I've seen this happen a few times on laptops. Are you using the proper power adapter? Is the battery condition "Normal" or "Good"?

Run the Apple Diagnostics to check for proper operation of the fan and sensors.
