I have a few game apps, like Duolingo, solitaire etc that are on multiple devices. But my ipad does not seem to know that I have used the app on another ipad or iphone. How do I synch so they update together?

The games would need to explicitly support the feature of synchronizing between devices. If the game does not support this feature then there is nothing you can do. You will need to reach out to the games' developers to see if they support the feature.
