Voice over is not working in iMovie, the 321 countdown starts, it appears to be recording but there are no sounds waves in the box and no sound. I tried starting iMovie with the option/command button held to clear preferences and it still will not record.

Go to System Preferences > Security and Privacy > Privacy. Click on Microphone in the side bar. Click on the lock in the lower left to make changes. Add iMovie to the box. That should cure the voiceover issue.
