Unrecognized Apple.com/Bill charge on my Credit Card

I see a charge on my credit card from Apple.com/Bill, but none of our family Apple IDs show that purchase in the purchase history, so I can't ask for the transaction to be refunded. Can Apple find out which Apple IDs are associated with my Credit Card? If so, can they delink my card from user IDs that I don't authorize?
