podcast connect and iTunes problems

I'm hosting a new podcast and I'm trying to submit it to iTunes. I created a new Apple ID. When I go to Podcasts Connect and log in, it says "Podcasts Connect requires an iTunes Store account." When I log into iTunes, it says "This Apple ID has not yet been used with the iTunes Store." Clicking "Review" does nothing. It is the newest version of iTunes; I updated it today. Can you help me out of this loop?

Thank you for the speedy response. But I can't sign into the iTunes store. When I try, I see "This Apple ID has not yet been used with the iTunes Store." Clicking "Review" does nothing. I've tried this with a payment method registered (from the Apple ID management page). Is it possible to authorize my device in the iTunes store if I can't log in? Thank you again.
