How to use iMac (late 2013) as an external monitor for laptop PC (Lenovo Thinkpad T480s)

I connected an apple Thunderbolt cable from the iMac to a TB to USB adapter to the laptop. I am reading that I should be able to use target display mode and this way use the Mac as an external monitor. Nothing happens when I connect the two devices or reboot... any advise?

iMac Line (2012 and Later)
