If you are syncing photos with iCloud, if you delete a photo from the phone, it will delete from iCloud.

but what's the point? store on your phone for 20,000 photos? will have to go back to google :(
iCloud is a syncing service, not an 'external hard drive'. For what you want to do, Google is a better choice.
