Freely move/arrange files in a folder

I want to be able to arrange/move files inside a folder freely like you were able to do in Windows. Is this possible?

MacBook Pro 13″, macOS 10.15

In Icon View, set the View Options (cmd-J) to Group by None and Sort by None (or Snap to Grid).

All other views are based on some sort and/or grouping.
