cannot delet apps

Maybe you have restrictions set?

Settings > Screen Time > Content & Privacy Restrictions > iTunes and App Store Purchases >

Deleting Apps: Allow?

Note: To make changes, Content & Privacy Restrictions must be enabled.

You probably have Screen Time Restrictions set to ON.

Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ iTunes & App Store Purchases ➔ Deleting Apps - Set this to ALLOW.
