Load new iPhone with data from Android AND iPod backup?

My mom currently has an old android and an iPod touch. Her birthday is coming up, and I want to upgrade her to an iPhone 11. I was wondering about how the logistics of migrating her data from both of these devices would work.

Her iPod is backed up to iTunes on her windows machine fairly regularly, but I don't know if I can use the "Move to iOS" app to migrate her phone's data after I restore from iTunes backup, or if this app only works during initial setup.

If I initially set up her new phone with "Move to iOS", would I be able to load the iTunes backup on top of that, or would iTunes wipe everything from the phone to restore the backup?

What's the best way to do this?

You are going to have to decide which data is more important, as you can only use the migrate to iOS app during setup, and yes the iPod backup will require you restore the iPhone to apply it.

If your mother has a Google account she uses to store her data such as contacts, email, photos etc... Then you sign in to that account and download the contacts and email directly, and use the Google Photos app for iOS to download her Photos.

You could in that case restore the iPod backup, and then log in to the google account to get the rest of the data.

Apps will not be able to be transferred however, and would have to be downloaded from the iOS App store if there is a version available for iPhone.
