App Store and itunes locked on iphone 8

I have updated my iphone 8, created a new password/Apple ID, and updated credit card info in wallet-apple pay and it still tells me that my app store and itunes is locked whenever I attempt to download an app. What do I do now?

If your account is disabled in iTunes you will need to contact apple to be able to unlock it.
