photos won't open any library

Hello, when I try to open Photos it asked for the System Library and says it can't find it even though its there. When I try to open another Photos library or create a new one it comes back with the same notice. It sees the system library but there is nothing I can do. I'm running Catalina and everything is up to date. I've deleted all the preferences files for Photos and repaired the Photos system library but can't seem to go any further. Thanks for any help on this

What system and Photos versions are you running?

What model Mac do you have? How much RAM and free spade on the boot drive?

Where are your libraries located? If on an external HD how is that drive formatted and connected to your Mac?
