Share iCloud storage with PC family member?

Can I share iCloud storage with a family member if he has an iPhone (so he has iCloud), but wants to save stuff from his laptop too, which ISN'T a Mac? (PC)

As long as he/she has an Apple ID -- Share an iCloud storage plan with your family - Apple Support.
