There is no sync option in my itunes pc with windows

I just learn about transferring data from my windows pc to my iphone. I think the process is using that iTunes so I go to Photos and I dont have an option about sync option for my photos. what happen? thank you.

You would need to turn iCloud Photos off on the device in order to enable syncing from the computer, however that might not be the best approach as there could be content that right now is only stored in the iCloud Photo Library. Have you installed iCloud for Windows? I'm not currently using iCloud Photo Library, but if I recall I think with iCloud for Windows enabled there may be an upload folder you can use to add in local images to the iCloud Photo Library.
