I recently purchased a new MacBook pro. Do I get a free year of apple tv + subscription?

You have to claim the offer, it isn't automatic. I have posted the steps below for reference.

Turn on your new Apple device and sign in with your Apple ID.
Open the Apple TV app. Make sure your device is running the latest version of iOS, iPadOS, tvOS, or macOS.
The offer should be presented immediately after launching the app. If not, go to the Apple TV+ channel page where you’ll see the offer.
Tap Enjoy 1 Year Free.

according to the statement on the website, which is that if I’ve bought a new MacBook than I’m eligible, then it will take me to the Apple TV plus app which it has. Then nothing happens. What do I do next?

There is no pop up. You have to go into the TV app on your Mac, and there should be a banner regarding the free 12 month offer upon opening the app. Otherwise, you can scroll down (within the TV app) to the section where it says "Apple TV Channels" and select the Apple TV Plus icon. Clicking on the link from the directions above would take you directly to that Apple TV Plus section, which I can confirm on my system. You have to click on that banner to start a subscription, which will give a 12 month trial. The only exceptions are if you were a previous subscriber or already claimed an offer. For those who made a purchase previously then it would be noted that the offer needs to be claimed within 3 months.

I am not a previous subscriber and did not already claim an offer. The laptop was purchased at the beginning of October. I followed these directions and the only thing that comes up is that it wants me to pay for apple tv +. This is kind of ridiculous. This was not a cheap laptop and I was expecting the Apple TV+ subscription to come with it.

If it was purchased from Apple or an authorized reseller and you aren't part of a family group that already subscribed then you would be eligible and it can simply be a glitch, which can sometimes happen. If you have followed the steps and it is not working then I suggest contacting Apple support so they can aide in getting a code in order to claim the offer.

I understand that. What I'm saying is that it doesn't pop up and there's nothing on the Apple TV+ page you linked to above but since my MacBook is brand new I should be eligible.
