Stolen iPad
i suspect that i bought a stolen iPad 3. the person that i got it from seems to find it difficult to get the Apple ID and Password
What do i do? Can Apple perhaps assist by removing the previous owners account?

If If you can't reach the previous owner whose ID is on the device and have them remove the device from their account, the device is worthless. Apple won't unlock it for you.
Turn off Activation Lock - Apple Support.
