My iPad won’t boot up unless it’s plugged in to the power, it indicates 100% charge but cuts out after a minute or so and tells me that the battery is flat

It is very possible that your iPad battery has failed.

You need to call and make an appointment with your nearest, “local” Apple Store location to have your iPad diagnosed and to provide you with options.
