Unable to update or restore iPad...

Why does Apple have to make consumers life so painful and difficult. My iPad Pro 10.5-inch, Wi-Fi tried to update the software however failed to update and now I have to restore the device. Everytime I try to restore the device by connecting to a laptop I get a 4013 error, I have tried all of these steps:

  1. Restore via Macbook - my macbook does not have the latest OS I am still on Catalina - I am unable to update to BigSur. So my understanding is that 4013 error is because I do not have the latest OS. Ok what kind of crap is this, what does my restore of ipad has to do with my mac os.
  2. I have tried to install VirtualBox on my Mac and install Windows 10 within the virtual machine with the latest version of iTunes. After this I tried to restore my iPad - guess what still 4013 error
  3. I tried step 2 with Parallels software but with no different result, still 4013 error

So my question is why is this so painful, I have no other computer at home - I hope Apple does not ask me to buy a new computer just to update an iPad. I would appreciate any help, suggestions on how to get this issue resolved.

Error #4013 is described here:

If you see error 9, 4005, 4013 or 4014 when you restore your iOS device – Apple Support

There are certain issues that require the use of either a PC (with iTunes installed) or a Mac (with iTunes or Finder + as appropriate the installed version of macOS) to restore the iPad Operating System. If you don’t have access to a suitable computer of your own, subject to meeting software requirements, a computer that belongs to a helpful friend or family member will suffice. Alternatively, the technicians at the Genius Bar of your local Apple Store will be delighted to offer their assistance.
