Logic Pro v10.6 removed the Language settings in the Logic Preferences and now you can (have to) select in the System Preferences > Language & Regions

You select the Apps tab and then click the + button to add the application you want to switch to a different language, other than the system language.

Once you added Logic Pro, it will show up on the list and you can choose the language from the selector on the right.

Now restart Logic Pro and you are done.
