Temporary increase in size of text using keyboard with Hover Text

By using System Preferences/Accessibilty/Zoom/Enable_Hover_Text setting, I learned that if I held down a key, such as the Command key, while hovering over the text, the text could be made larger as long as the key was held down. How large the font was is controlled with the Options for Enable_Hover_Text. That worked very well. However, now the feature works just the opposite. Now I have to hold down the Command key to keep the text from increasing in size.


I can't get this feature to reset. I tried restarting the Mac, but it doesn't change. Any idea what is going on?

Mac Pro, macOS 10.15

Try pressing the command key 3 times.
