I live in Iran,I got new apple tv 4k withe 1 year of free apple + but it says you should change your payment method,when I want to do that it requires visa or master card,ee don't have such things here because of the politic banns,pleas help me

There are no media services through Apple available in Iran, therefore no Apple TV+, no App Store, nor other streaming services.
If you activate the device, it will be for a different region. The account will then require a billing address and payment method from that other country or region. On top of that, there may be internet access restrictions for your home region and for the content providers.
It will not work properly there.
