Cannot reset disk permissions Mac El Capitan

Receiving error message in some programs saying I do not have permission to write to a folder. (All folder permissions are ok - read/write)


I ran Disk Utility / First Aid but there are no options to repair Permissions so I did it manually in terminal (This is the code I used sudo diskutil resetUserPermissions / `id -u`) and keep getting an error message that resetting permissions failed "some reset". See below.


Some user permissions have been reset

Error: -69841: Permissions reset on user home directory failed

Underlying error: 1: POSIX reports: Operation not permitted


Any idea on how to reset user permissions? Is there a way to load older versions of Mac Utility that still has Fix user permissions available?
