I wish to remove my account from my ipod. if I do this can I then enter new details into the ipod to use by another person

Yes, you can do this.

1. Sign out of the current Apple ID. (Settings > Apple ID > Sign Out)
2. Next, restore. (This will erase all content on the device.) Follow this guide: How to erase your iPhone, iPad, or iPod touch - Apple Support.
3. Once done, setup the iPod touch again with the new Apple ID/user.
