cannot save a file from the web to local file

I have been having a trouble to save a file from a web or e-mail to my local computer. When I start to save a file to my local disk, I get a cursor in a spinning color wheel for more than a hour and have to force quit the process. I started to have this problem for the past three days and cannot save any file from email or web. Can somebody guess what is the problem?

The following is the information on my MacBook Pro.

MacBook Pro (15-inch, 2017)

Processor 2.9 GHz Quad-Core Intel Core i7

Memory 16 GB 2133 MHz LPDDR3

macOs Big Sur Version 11.2.3

MacBook Pro 15″, macOS 11.2

How much free storage space do you have?

If you highlite the Macintosh HD, Command i will open the information pane:

Thank you for your response.

Capacity: 499.96GB

Available: 269.98GB

For some reason, I could not use the attach file function to attache the image. Maybe the computer has some problem in its file management function.
