HomePod mini multiuser

The setup for allowing HomePod to recognize multiple family members doesn't work. Apple says to make sure "recognize my voice" is ON. The OPTION for it to be on or off doesn't even show up for any other family members if they have their own Apple ID. And their calendars, music, etc is on THEIR phone not the phone or computer or ID of the primary user. How do we get around this?
