Can’t access old phone iCloud account

I have a new number and a new iCloud account. I can’t access my previous iCloud account because I don’t have the old phone or access to the phone number anymore to get the verification code to access the old account how do I fix this?

Thanks for reaching out in Apple Support Communities. We understand that you're having trouble accessing a previous iCloud account. You don't have access to the old phone to get a verification code. We'll do our best to help. If you don't have access to the old phone number to get a verification code, you may need to use account recovery.
