I have everything turned on, yet there is no photostream folder showing anywhere. I took a picture on my iphone 12 yet it did not stream to my ipad or computer. They did at one time, don't know what has happened.

What have you turned on? Is iCloud Photo enabled, or my Photo Stream, or both?
You should not be trying to use my Photo Stream and iCloud Photos together. You will not be seeing my Photo Stream in Photos, if iCloud Photos is enabled. Then my Photo Stream will not be shown. The Photo Stream photos will appear in the "All Photos" album.
With a iPhone 12 I would not use my Photo Stream at all, as it cannot handle all of the media formats you will want to use on a modern iPhone. my Photo Stream does not transfer Live Photos or Videos.
Apple seems to be deprecating My Photo Stream. It is yesterday's snow. For several years we have been seeing this warning in the support documents: My Photo Stream - Apple Support
If you recently created your Apple ID, My Photo Stream might not be available. If My Photo Stream isn't available, use iCloud Photos to keep your photos and videos in iCloud.

If you have iCloud photos turned on, then photostream won't be available.
