ACTIVATION LOCK NO ACCESS TO THE PREVIOUS OWNER
The previous owner of the Ipad Air 2 has no access for Icloud ID anymore. HE can't remember his account. Now I got a problem for activation lock to remove..I need help!!!

Here are the Apple support pages that outline the Activation Lock - and the only mechanisms by which it can be turned off:

Turn off Activation Lock – Apple Support
As you will discover, unless you are the owner of the AppleID that was last used to activate the device, or unless you can secure the cooperation of the previous owner, you’ll not be able to defeat or bypass the Activation Lock. Without documentary evidence that you are the original owner (such as sales receipt showing the serial number), Apple won’t assist - and nobody here will be able to help you.
Nobody other than the owner of the AppleID that previously activated the iPad can help you - no matter how much money you pay. Keep your $46.

You've presumably seen one of the web sites offering to remove Activation Lock for a feed. These are scams. Don't pay them any money: they cannot remove the lock. The only person who can do this is the person who set the lock. and if he's forgotten the details he would need to go to https://iforgot.apple.com to retrieve his ID and reset his password. If he can't or won't do this there is, I'm afraid, nothing whatever you can do.

You are right. Only the other way is to pay for someone who can bypass the activation lock.
To be absolutely clear, nobody can bypass the Activation Lock. The Activation Lock is not on the iPad - but is applied to Apple’s Activation Servers.
